Problem is, FFP is only Football league really. The 100m+ you get from the Premier League means xfer fees like this are fine. It will only be if they are relegated that they'll get sanctioned (like QPR).

Annoyingly, it's the influence of agents. They have Jorge Mendes on board, he's works for Fosun, who own Wolves. He's extremely influential with the majority of the worlds best players all signed up to him.
