That they were faced with such a situation in the first place is the scandal here. Morgan deserves punishment not because he deliberately injured a fellow player, but because he's done it before and clearly hasn't learned his lesson.
(When has Morgan caught someone with his elbow before causing a Fracture?)
He needs an incentive to clean up his tackles, regardless of whether they're deliberate or not.
(The player making the 'Tackle' was Hume, Morgan was defending his position not tackling)
To make sure that another clumsy challenge doesn't put someone else in hospital next season.
(A clumsy challenge from ANY player could lead to another player being in hospital, it normally happens one every few weeks and doesn't get this kind of uproar)
Whether he did it on purpose is not important.
(Yes it is, and no one but Morgan can answer th question) ( It's that he caused the damage at all that is of concern. If he cannot play safely then he needs to be coached how to, or banned from the game.
