Wilder is just working to his budget, do you really think he would be signing players from Leagues One and Two if he had say £30m - £40m to spend?
He showed that last signing by signing proven League One players like Moore, Clarke, Fleck, Duffy etc etc. he doesn't have the budget to sign proven Championship players therefore he is shopping in the bargain bin, if he had the budget he would no doubt be looking to do the same as last season and sign proven players for the division we are in.
I see your point but I disagree - If he had £30-40m to spend yes he may be looking in Championship rather than leagues below but he still wouldn't be splurging money like Pigs did on Rhodes. Nor is it shopping in "the bargain bin" - Wilder is buying quality not quantity (by quantity I mean £££).
It's clear he wants young, hungry players with something to prove. Downing's career is waning and he really would fall into the category we all bang on about - the one last pay cheque category.
How do you know they are quality? All of the signings so far have very little or no Championship experience, hopefully they will be quality, but they are cheap gambles that could turn out to be poor signings.
So why did he sign Clarke, Hanson and Duffy last season? They're all older players that could be classed as getting their last decent contracts. The amount of money we spent last season by League One standards was "Pig Money", there is nothing wrong with spending big if they are the right players and it gets you promoted.
Like I say, Wilder is just working to a budget, he's not trying to do anything other than that. No manager in the world would turn down spending big on players if they had the chance, why would they? Spending big and therefore signing better players gives them a better chance of being successful.
He would get in ahead of Duffy or Carruthers behind the front 2, hopefully Carruthers will step up and make that position his own next season.

Downing is better than any of our attacking midfield players when he's on form. Wilder has a knack of getting players back to form.
The money side will mean we don't even look at him but he is so much better than Duffy (Who will fight for that position with Carruthers).
Some of our fans are in for a big shock next season if they think that Jagielka and Downing aren't improvements to the squad.
Well, Carruthers doesn't get in anyway so that doesn't count. He's just a bit-part player at the moment. And Duffy is our most creative player from last season. I would agree that some days he's just not on it and when we've subbed him he's got that look of "should have done better" about him. But I'd take nothing away from the lad because for the majority of the season he's been a matchwinning creator for us. No, I really wouldn't put some lame, sideways passing, midfielder like Downing ahead of him. I really wouldn't.
If we are going to bolster the midfield we need a Trevor Hockey type in there who can bite some ankles and battle it out. That's the kind of midfielder we're short of. Not a Butch Wilkins impersonator like Downing.

On your first paragraph - I don't know they are quality, what i meant is he is looking for it. Sometimes he gets it right - e.g. Fleck, sometimes wrong e.g. Hussey.

We're way off topic here. Regardless of budget Wilder would never go for Downing IMO.

If he is fit and plays >40 games, I'm confident Sharp will get 15 -20 goals.
Bent is a classic example of the type of highly paid Premier reject that we should not sign.

Another case of delusion creeping in at S2 if you think that Sharp is better than Bent.
At this stage in their respective careers, I'd still back Sharp to get more Championship goals than Bent.
Bent was a reasonable PL players years ago, but now seems to spend more time on the bench (Villa and Derby). Additionally, his wage demands would be prohibitive.
