It's a yes, but, from me.

Definition of legend is that they are very famous, or notorious, for one thing or another and stories will be told about them into the future. I think this applies to Billy for sure. Home grown kid who has made his mark for his tremendous goal scoring record this season.

I wouldn't confuse that with "one of the greatest United players of all time" though. Because that's not what "legend" means and it doesn't apply to Billy imo. One of the greatest goalscorers of all time for us, yes, one of the greatest players - no.
