I don't know but something tells me it's something to do with whether they're outside or not. Now I think about it when we were younger we did always used to say things like "the steps between the houses" or "up the steps to the field" but stairs are always referred to as when you're in the house. Not sure if it's a hard and fast rule but makes sense to me. Side factoid, apparently if household stairs were even a couple of mm taller than they are we'd be regularly decking it as we're all calibrated so we'll to the current standard. Something I read in an old house on a tour one day.
