I might be wrong (but your understanding seems a bit off too) but I think we can sign loan players at any point across the transfer windows, same as any other signing.

The reality of the season starting and the closing of the transfer window will sharpen players and clubs appetites for them, hence why business gets more frantic at the end of the window.

Unwanted players, sides will be wanting to ship out as transfers, but if no one is interested, loans become an option.

Also they might want to wait and see how the transfer deals are shaping the squad. If you have a spare CM you might want to move them on, but if you then suddenly sell a different CM, you might now want to keep them as cover etc.

Yes, it's all on the Premier League clubs decision.

We can sign players now until the deadline (as has been mentioned).

If the PL clubs already know a players development is best elsewhere, they can move now but if they are still deciding, the deadline is the transfer window and if the PL teams haven't decided by then, the players will stay at said PL side.

It's the only reason for caring about the result any more. Promotion isn't what it used to be - just a sentence for a miserable following season.
