There was an argument about this rule a few years back after a game between Man City and Barca. City centre back fouled Messi for a penalty when the contact began outside the box.

Yeah, remember that. IMO there should be the same rule for all types of fouls, so anything that starts outside the area is not a pen.

That rule is for when the ref wants to play advantage, and it’s discussed separately on law 12. It’s irrelevant here.
