Proper bakewells don't have icing Boo so you're alright youth as they say down here.

What do you put on first before the other, cream (Devon) or Jam (Cornish)?

I've never understood why this is a thing. You cut the scone in half, horizontally. You put jam on one half, you put cream on the other and you reassemble like a sandwich. It it's too big a scone to fit in your mouth like that - lucky you - then you cut it in half vertically and eat it that way.

You break scones, never cut them.
Devon scones are cream first, then jam.
Cornish scones apply the Jam first and then the cream.

Prefer just butter on mine.

What a great thread this is. It's what S24SU is all about IMO. Little gems like this, interspersed between some insightful Blades comment, Foxy's brilliant in-match crowd scene vids, unmitigated bollocks and some bile vented at other establishments.
