Buy or nurture the youth you already have then sell them on when they finally progress. Sounds more like it.
 
The main point is that until this season we placed far too much emphasis on established players dropping down a level. Wilder has brought in a number of players from a higher level but crucially he's (mostly) bought players who have the potential to improve. Looking back since Simonsen skied that fateful penalty it's pretty clear to me that the transfer policy was, frankly, shite until this summer:

I agree with the OP but would elaborate:

Keep a low wage, high bonus squad.If players want huge wage increases to be the highest paid in the division, its time to move them on. Are we going to pay the same wages as Villa, Pigs, Leeds, Newcastle if promoted. I hope not.

Players loaned from above should preferably be "try before you buy". We then have the option to pay an agreed upon fee that can't be changed if the player is really successful during his loan spell(see Coady).

Young players from lower divisions should be targeted for transfer, as they generally accept less in wages.

Players should have incentiviced deals. We should retain the option to extend the deal whenever possible.

A good knowledge of the contractual situations of players that fit our profile is a big advantage. We got Fleck on a free because we were on the ball in this regard, but there are others every window.We also only paid a token fee to the pigs for Lavery, and got Carruthers on the cheap due to his contract being up soon. Players with a year, six months, or on a bosman are financially much less of a gamble - unless the player wants stupid wages. Or the agen wants a big fee.

Conversely, high value assets should be sold on if they won't extend their contracts. I wouldn't keep a player who won't extend and let them get into their last year (see Barnsley for a cautionary tale). The market value of the player reduces when in the last year of contract. Get the best price and reinvest.

Get the best scouting system, by analysing transfers of other clubs, and finding those who are consistently the best. Scouts work should be incentivised by the profit made on the player, or the club's league position. Who are the scouts working for Pboro, Brentford, Swansea, Barnsley etc.

Broaden the scouting system to cover as many markets as possible

When sold, players must go for market value. Prices and possible replacements should be established before every window opens. Always sell with large sell on clauses. No player is indispensable.We are not Barca are Real Madrid.

With try before you buy, we'd have the option to pay the fee or not at the expiration of the loan deal - or at an agreed time during the loan deal. Man Utd could want the player for 20 million more than our agreed price, but couldn't take him.

If you could get a parent club to agree to that you're a very good negotiator. Or you're dealing with some of our past negotiators.
 
It's not difficult really

Sign the best players in the League you are playing in
Get a manager that plays them in their correct positions
Get a manager that fills them confidence so that they can go out and win games instead of sending them out onto the pitch full of negativity

And Voila !!!!

If you could get a parent club to agree to that you're a very good negotiator. Or you're dealing with some of our past negotiators.

It happens regularly. Barnsley have done it with Morsy who they have had on loan. It appears they didn't include personal terms in the deal and its causing them problems now.
