I tried to google for the ruling on signing players before Friday noon before they could play at the weekend but couldnt find it?

its been mentioned in the weeks leading up to game week 1 and 2 on sky quite a few times that the paperwork all needs to be completed by 12:30 the friday before that game week kicks off.

Yes, I would like to see the ruling to show to a friend who said we have until 12.30pm on Saturday to sign a player and make him available for Sunday's match

It's Rule U.23 in the Premier League rules. It states:

Subject to the provisions of Rule V.1, the deadline for receipt by the Board of all duly completed documents required by these Rules to effect the registration of a Player shall be 12 noon on the last Working Day before the date of the first League Match in which the Club making the application intends him to play, save that the international transfer certificate and evidence of eligibility to take up employment in the United Kingdom (in both cases if applicable) may be provided thereafter (but must be provided before the Player is registered by the League).

I love how it seems to say you can register a foreign player before 12 on a Friday and you can send in the documents afterwards for proof of eligibility to work in uk. However, before the registration can take place, you have to send in the documents of proof of eligibility to work in the uk. I would say you couldn't write it but someone obviously has!
 
I wouldn't get too excited, Villa selling Samatta so they can no doubt put in a stupid bid for Brewster and gazzump us

I think that's why Wilder is so frustrated. He probably knows there's a deal there to be done now, but it will all change if it drags on much longer. Pretty sure Villa are about to offload Samatta and Palace are selling Benteke. All of the sudden the tables turn.
