For the record, snow does not "create a lot of water when it thaws". As a rough measure it's 10% the volume but exactly the same "amount" of H2O.

I guess it depends if the club can do anything to get the water off the pitch to say if it will be on or not.

From a purely technical point of view - if it's a skimmer that has the right spin on it, the spin could cause it to accelerate when it touches the ground (in the right combination of circumstances)... similar to back-spin and whatnot in snooker.
