I don't think there is any inside joke. Bring Back Fingering is just one of those phrases that has cropped up over time. I think there was a Cosmopolitan article on it once. You can buy t shirts, mugs, car stickers. People have tattoos. There have been fake political campaigns. Internet petitions. We have lots of Bring Backs.

Bring Back National Service. Bring Back Hanging. Bring Back Three At The Back.

It's just a silly phrase written on a silly flag. I'm involved with the loose grouping of England Travelling Blades. They help each other out. Lifts. Loans. Info on flights. There is an unofficial ticket office (of course). Paperwork at hospitals and local magistrate courts. Blagging. They can't do enough for each other. A proper Terrace Culture.
