Never got how transfers work ??

I really am confused every summer re transfers into the club surely it should go something like this as a manager couple of weeks off after last game then back to work with a list of players you want to bring in to improve , I know NA needed to asses the squad , but the list should have your top targets at the top , discussions should take place with the board re contract length and money available , then your targets should be approached with an offer saying to them we will leave you for 2 weeks to consider it then we want an answer yes/no if the answer is no then shake hands and move onto other targets on the list ???? What my ramblings are trying to get at is why are we always after our main targets when the season has started ??? Get them in early get them working as a team early not pissing about losing matches because of bad planning

Xherdan Shaqiri was at Stoke yesterday and apparently that deal is far from concluded. In this day and age it takes time.

It's no longer a quick - "I'll pay you this much and you can wear number 7".
