How do foreign owners impact Cloughy's contact list in football?

Just watched some classic football on the box which featured no other than our gaffer Nigel Clough and it made me think. Although Cloughy's managerial experience has be contained to just two clubs prior to arriving at Bramall Lane, he has plied his trade up at the top of the game as a player and when it comes to current British Managers he must have a decent contact book surely?.

He played at Manchester City, Liverpool and Nottingham Forest who incidentally all have foreign owners I believe?. Are we to believe now that most of the business between clubs is conducted at boardroom level these days as opposed to management level? I mean when it comes to friendships one stand out would be Psycho down at Forest, him and Cloughy go way back as friends and team mates in a very successful Forest team in the 80's and 90's. Surely the relationship between the two would make it much easier for Cloughy to get on the phone and ask his buddy to loan a player if one happened to take his fancy?. It just makes you wonder what sort of say the managers would have or whether it would be done to the board and the figures as opposed to the managers wishes?.
 
I think given the money players earn these days, it will be out of the manager's hands and more about who'll pick up the biggest part of the wages.

Like last season, we’ll probably see loan moves once the window closes and the squads of other teams start to settle down. We’ve already heard that Clough has discussed Harry with Hull, you can bet that we will ask about Brayford again from Cardiff, we’ve spoken with Derby about Mason Bennett.
