Coutts is no better than when he arrived. He's always been a good footballer.
Difference is he'd only just come back from having his kneecap put on the wrong way round, and such was Clough's slow progress approach, that he was happy to get a player when he could when he patently wasn't ready for the cut and thrust, physically or mentally based on how many challenges he backed out of.
Throw in as others have mentioned, being played in a slightly different role or having players on different wavelengths, and he looked out of place at times.
His ability has never been in question when fully fit and played in the right team.
