Nowadays linesmen wait until the player in an offside position touches the ball or blocks the keeper's view before putting his flag up. In the 1970s linesmen flag for offside as soon as he sees a player in an offside position even if the player isnt near the ball

I must be missing something obvious but why wasnt the goal scorer (Astle) offside when the final pass to him was made?

The linesman was yards behind flagging Suggett offside so he couldnt get into the right position for Astle's position and probably was distracted at the time. Astle does look offside but the camera doesnt have Astle's position when Brown passed the ball to him so not 100% on that
