Lampard, Rooney and Rio Ferdinand were pretty terrible pundits, but i don't think that is always their fault. You knew during the Euro's that they would stick to a narrative, Neville made a complete idiot of himself as well.I haven't a clue whether what you say about Rooney is true or not. However you references Lampard in the same post.
Rio and Neville both made this big thing about how good Trent Alexander was at passing the ball and that should justify his inclusion in Southgates midfield, in an attempt to get behind the manager they ended up backing a completely flawed plan which most fans knew wouldn't work.
Lampard and Rooney were clearly given topics to talk about and ended up looking, as Grizzly blade says, a bit dense. Lampard is quite articulate, knows the game. Rooney is not articulate, but knows the game, however, neither are able to explain simple things well and really see where the game is changing and then make the counter changes in realtime. They can't even explain things well at halftime and full time, so its fairly easy to see why they aren't able to manage, they are perhaps decent coaches. They're not managers.
