The way I interpreted it, is that the paperwork for Burrows was delayed, because people who needed to complete it were in a meeting about the takeover, which was at a particular time to accommodate those abroad who were also in the meeting.

Bear in mind that this is 100% conjecture though - I'm no ITK, in fact I much prefer my life of ignorance
