With the benefit of hindsight he should absolutely have been kept due to all the injuries we've had up front. Fleck was always going to be a complete waste of a squad place so would much rather have kept Billy instead but in the summer letting him go seemed like the right move as we had so many striker options, and he'd have been little more than a glorified cheerleader who wouldn't get in the matchday 20 if we were at full strength.
Given that we've never come close to full strength he'd have been a first team regular and could have made a bif difference particularly in those first few games before new players were brought in or integrated.
Lots of clubs let old players train with them while they're looking for new clubs, so given that he can't really sign anywhere until the window opens, bringing him in to make up the numbers in training and keep him fit seems like a reasonable idea. His little spell in LA showed he's still good enough to keep playing, so we may as well help him do that, even though we'd have to be pretty desperate to re-sign him properly.
