- When bid with club accepted finalise salary offer / bonuses
That sounds like how it should be in a gentlemanly way.

Taking Marseille for instance as a not so random example, I’d imagine these days it would go:

- Contact agent of player and find out how much he thinks club would want for him

- Confirm with player he would join you if you were to bid and confirm on ballpark salary.

- Finalise salary offer / bonuses

- Confirm with club you'd like to open negotiations with club

- Bid with club

The bidding stage follows the ballpark salary offer / player wanting to come to the club stage.

See the bidding stage as the end of the process when you have a 'buy in' from all stakeholders and you are presenting the deal to the big boss stakeholder who signs it off.
 
If we don’t have that money, we should be asking why. We’ve sold 2 players for around £30m this summer and had a cash injection for getting promoted.

It’s an foreign loan though so not included in the two domestic loans.
Foreign or domestic , what's the point of paying wages to a player whilst you develop him for another club ?
Makes no sense at all.
If you are gonna pay a fee & wages to borrow someone else's player , that player needs to :
Be fully match fit
Be fully developed relative to his age
Go straight into the first team as someone of the level of quality you can't afford to buy.
I'm not sure Larouci is any of the above

Do we know what info is accurate, I've seen Mr Smith online claiming that reports of a £10m bid being rejected by Villa are not true. There seems to be conflicting information around at present
