The ref bases it in pitch conditions only I should think. If it's a public safety issue it'd be the police.

Don't know where you lads park on match day but junction of Woodhead Rd/Hill St/Bramall Lane is closed off (long-term roadworks in progress to close it off permanently).

Another ridiculous waste of money by our idiotic, bungling council. Caused chaos last week in the surrounding roads around there.
