been building for at least year with some other buildings, the area seems to be bulking up every time i see it

I'm guessing a drone, there wouldn't be anyone working at the top of the tower at night surely? It looks too close to the ground to be from the tower aswell, although it could be zoomed in of course.

I think its more likely to be from the crane on the tower, presumably with permission, think they'd need special permits to fly a drone at night over/ within a certain distance of a public road and with crowds
