This came up years ago - I think with Henry at Arsenal.

At the time I think it was established that if the ref points to his whistle then that's an indication to everyone on both sides to wait for him to blow - otherwise you need your wits about you.

More generally: Why on Earth should a foul give the defence a right to regroup and reorganise?
