Although Phipps is not asscioated with us anymore, as you say, he's good fiends with the Prince so maybe Phipps backing Wilder is because he knows that the Prince is backing him also, otherwise it would look silly to say so.

But on the other hand, you could see it that the Prince is not happy with Wilder and that Phipps is offering his public support in contrast to what the Prince has potentially said to Phipps provately.

I'm probbably just over thinking this and Phipps just wants to back Wilder and that's it!
